Kathmandu, October 2 The government has released the draft of the National Climate Change Policy 2083, covering 15 thematic areas, 55 strategies, and 288 action measures. The draft addresses climate adaptation, climate justice, loss and damage, gender equality, and the role of local governments amid growing risks from floods, landslides, erratic rainfall, and Himalayan hazards.
However, stakeholders have stressed that the policy must go beyond paper and reach local governments and climate-affected communities. They have called for clear responsibilities, adequate funding, technical capacity, legal support, and stronger coordination among federal, provincial, and local governments.
With recent floods and landslides highlighting Nepal’s growing climate risks, stakeholders say lessons from these disasters must be reflected in the new policy. Ultimately, the success of the policy will depend not on the number of strategies and action measures, but on how effectively they improve the lives and resilience of affected communities.
